Health Planning |
|
Health Planning within the Primary Care Office provides
support functions related to:
·
the
Certificate of Need
(CON) for health facility construction projects in a county
whose population is less than 100,000 (currently all Nevada
counties except Clark and Washoe); and
·
the
Certificate of Authority
(COA) for Health Maintenance Organizations (HMOs) submitting
applications to the Nevada Division of Insurance.
For the CON, we are guided by Nevada Revised Statutes
(NRS) 439A.100
and Nevada Administrative Code (NAC)
439A.010 – 439A.675
to process letters of intent and applications for the
Director of the Department of Health and Human Services.
For the COA, we are guided by
NRS 695C.010 – 695C.350
and
NAC 695C.1225 – 695C.345
to review and determine adequacy of providers and reporting
capacity of HMOs, through the Nevada State Board of Health,
for the Nevada Division of Insurance.
In addition, health data and technical assistance are
provided to public and private entities, as well as to the
general public, through the primary care office.

Care Office (PCO) |

Our Mission |
|
The Primary Care Office (PCO) is an administrative unit of
the Nevada State Health Division that works to improve the
health care infrastructure of Nevada. The PCO supports the
State Health Division’s mission to promote the health of
Nevadans by working to:
-
Improve access to primary health care services for
Nevada’s underserved;
-
Increase availability of primary care providers in
underserved areas;
-
Increase access to maternal and child health care
service for underserved populations; and
-
Improve provider access to health care financing
resources.

Programs and Services |
|
The PCO is funded by federal grants from the
Health Resources Services Administration (HRSA) to
support multiple programs through the following services:

Oversight |
The
Primary Care Advisory Council (PCAC) was established in
2008 to enhance oversight of the PCO and the services
provided, in an advisory capacity to the Nevada State Health
Division Administrator. Creation of the PCAC led to
statutory and regulatory changes to ensure compliance with
the J-1 Physician Visa Waiver program. Background on these
changes is provided in an
issue paper from the National Association of Community
Health Centers. The statutory changes are contained in
Nevada Revised Statutes (NRS)
439A.130 – 439A.185.

Linkages |
Primary Care Partners collaborate to share information and
resources and to develop strategies for data sharing,
recruitment and retention, and expanded access to primary
care. Participants include representatives from the
following organizations:
Nevada Office of Rural Health,
Great Basin Primary Care Association,
Nevada Health Centers, Health Access Washoe County (HAWC),
Access to Healthcare Network,
Nevada State Board of Medical Examiners,
Nevada Division of Health Care Financing and Policy, and
Nevada Rural Clinics.
